Jebus. Ummmmmmm...this is a tricky one. Because Saruman laid down the smack on Galdalf, and IMHO Gandalf > Luke, Obi-Wan, etc.
But Palpatine is the Emperor. Of the Galaxy.
Yet he's also really, really old.
Both have nasty habits of including in their lairs lots of inconvenient places to fall to your doom.
Eh, I guess Saruman for the win. Sauron's got his back, and that bitch will do ANYTHING.

Huh. Well, does Palpy have his bitch Vader there to tank for him? Cause if not, he's not going to be looking too hot. Saruman of Many Colors has this one nailed down pretty tight. Palpy tries to throw some Force Lightning, and Saruman bats it aside. He pulls out his lightsaber and Saruman takes it away. He tries to get uppity, Saruman utters a few words of darkest magic and pulls off his skin, making a happy puppet to dance around, as the Emperor wonders why it's so cold, when he learned to tango, and why his world has devolved into one large, very raw, nerve of pure pain.
While I went with Luke over Potter last time, on the bent of Jedi Knight over apprentice wizard, I don't think I can give it to Sith Lord over Arch Mage. Especially since Saruman has some actual combat magic under his belt.

Battle of the British Geriatric Gladiators! Just as I picked Harry over Luke, there's no way I can't pick Whitebeard over Prune-face. Magic users just have way more power than paladins.

I have to give this to Saruman, not because of any significant difference in power level but because Saruman only started gloating once he had his enemy subdued, the emperor kept stopping to talk.
Of course Christopher Lee was already Palpatine's apprentice but I don't think he would have any trouble taking out his former master.

For the mano-a-mano, I have to give it to Saruman. He would have the edge, because Palpatine is all old and filled with ooze, while Saruman is old and dried like oak. After the Emperor has zapped him a few times and gotten that weary monologue out of his system, the Dooku-shaped Mage will toss him off the tower and not feel the need to talk about it.
BUT!
(let's talk about my big but....)
If it's an all-out bring-your-best-guys fight, it will go to Saruman in the beginning, because orcs and Uruk-Hai can and do kill very well and repeatedly, while stormtroopers should not give up their day jobs as cater-waiters and street-mimes. Unfortunately for Saruman, once he looks up into the sky and sees alllll those star destroyers, he will realize that The Smack has come down.

Saruman has mad skills, whereas the Emperor is overconfident. The win goes to Saruman.
